Cement fiber sliding

I am up in the Pacific North West and my 2002 house has bulging in the siding in places. Walking the nighborhood I see a little of that also. Can I just use screws to bring it back down in place?? It is a long piece and the most it sticks out is about 1". thanks much

Thanks, I'm thinking of calling painting companies and see what they do when they find something like that.
