Constant Squeaking Above 20mph

I currently have 22k miles on my 4runner. The last few months, as the weather is been better, I have been noticing a constant cyclic squeaking noise coming from the 4runner. It is somewhat faint, and only can be heard when the window is down. It only happens when I am going over 20mph. It kind of sounds like a breakpad is worn down to the "Squeaker", however it doesn't stop when I press on the breaks, and all of my pads have plenty of life on them. It only stops when I am driving below 20mph.

Two weeks ago I had my 4runner in for warranty work, to take care of squeaky breaks when coming to a stop. They resurfaced the front rotors and replaced the front pads. I was hoping the work they did would fix the constant squeak about 20mph issue, but it had no effect.

Anyone know what could cause this, or things I should check?
