out of staters can be ticketed and probably run a greater chance of it too... as the officer knows they probably wont come back to fight the ticket and it then becomes a source of revenue and an easy one at that.
semis have different rules that apply to them as they are a commercial vehicle and by there nature can not run fenders on the rear. thats how they get away with it. technically buggies and the likes are not legal without fenders. and in CA i know the CHP like to go after that kinda thing. most states have a rule/law/code on tires and fenders ect, now weather or not it gets enforced is another thing. technically in OR. you can be ticketed for having a sticker in the window, because it technically obstructs the view. i have never heard of someone getting a ticket for that, but anything that obstructs the view can be a citable violation, -mud, stickers, shade nets ect ect ect.
the best way i have found to keep the man off your back when pushing the rules, is to drive sainly, have a clean vehciel, and have a vehicle that looks presentable, not a jalopy... if you rig is clean, and is not something that looks like madmax would drive they will probably let you push the limits without singling you out. but officers do stereotype(because it works), and so they will go after you for a small infraction like one of these, in hopes that they will find something bigger. at which point they will drop the no mud flaps or tires too far outside ticket and go for the bigger item ect. but if there is nothing bigger to get you with then yeah you are getting the tires stick out too much ticket...
