I recently asked the same question. My current plan is to do a HID projector retrofit (don't just plug HIDs into the factory housing).
On a side note, if you're looking for them, there are a couple people selling factory fogs in the classifieds section (I may or may not be one of them).

Only for a few feet. fogs are there to help vision on the side and close front. i dont think itll help at all for driving lights.
you can plug HIDs in the stock headlight housing but some people would advise not to. You'll get hot spots and blind oncoming traffic.

EDIT: More than a year so far. No DRL disable.

Good to hear. I don't really care to mess with the wiring to disable the DRLs.

Didn't want to bother with a HID upgrade, so I bought these ''PIAA 10704 Night Tech 60/55 Watt H4 Upgrade Bulb'' without much confidence I must say.
Glad to say that I am really impressed by the output, now I have decent lighting compared to the normal H4. And the Amazon reviews claim that the bulbs last relatively long. This saves me the upgrade to HID.
I prefer the night-tech line over the extreme white line, since those do not try to imitate HID light with a blue filter.
Just do a search for those on amazon, got them pretty quick and will certainly order another pair when the ones I got burn out so much I am satisfied.

[MENTION=122215]SupaSupra[/MENTION] It takes literally 2 seconds if you dont wire in a switch. Just cram yourself under the dash and find the DRL Module (near the gas pedal aka the one that makes the car go vroom) unplug it, and cut the BLACK wire with a YELLOW stripe, tape the ends, and then youre done. Its the easiest electrical mod possible on a 4runner.

I did the same and was glad I did. I think I got the set for $48 on Amazon. Without a ton of effort, this is a no brainer man.

Even easier, pull the e-brake up one click before starting the truck and it leaves the DRLs off. And you don't have to cut wires.

With the 99 front bumper you already have a spot set up for fog lights. I highly recommend these.

I custom mounted them into my front bumper, and I love them. They make a significant difference driving at night. Do that with a brighter set of headlights (PIAAs or Silver Stars) and you'll be good to go. Not that you can really tell how bright they are from these pictures, but here you and see them on my truck. Look about half way down the page.
