Help! Middle of HID install - wiring not making sense

I'm still curious about those ballasts.

In stock form the Denso ballasts are not water proof.. usually most retrofitters use a small bead of clear silicone along all the seams.. or just all over it.. Im not sure why they decided to go with the dark grey or black silicon though..
