How to take out spare switch panel?

I have a 2015 SR5.
Im looking to add a set of lights, along with a switch that I'll mount in a spare slot, to the right of the steering wheel.

How do I get that spare slot out? Im guessing I have to get in there from behind, but how to I get back there?
