Major weirdness tracks back to ground issues about half of the time. So I'd check the three grounds in cruise control circuit. Two of them are easy to get to: the left fender, and the left side of engine by diagnostic plug. The third one is inside the left-hand cowl side panel--I think you have to pull the cluster to see it. I've honestly never seen mine. It's rarely an issue as it is out of the weather unless you have been working in there. Anyway, I think one is bad and the weirdness happens as the electricity tries to find another way to ground through one of the other two.
Otherwise, I got nothing. At that point it could be a trace failure in the cluster or the auxillary relay box. Tough to find. I don't think the LED's did it--more likely something done during their installation did it.

Thanks I'll try that today. Would this be the same process I follow to figure out the battery light as well? Also after driving for a few days I've noticed that the airbag light has the same issue. What could I have done during the installation that could have caused this? Maybe I can check for damage or loose wires somewhere.

Yeah, but you should also double-check the 7.5A Alt-S fuse as well. Definitely look for damage and loose wires, especially to brown or white/black wires (usual Toyota ground colors). Did you do all your work with the battery disconnected? Damage to internal traces can be done by a temporary short.
Sorry, but I'm not smart enough to say exactly what could cause this other than hope it's a ground issue.

You know what, I did reconnect the battery I during the last stage of installing these. I had a few leds backwards and I had the dash hooked up while I removed them and reversed them. None of them were the ones in question but if I did do damage to the internal traces is there any fixing that?

...if you can find the fail, the odds still aren't good...but sometimes I get lucky with an Exacto knife and a soldering iron.

Hey everyone,
I have a question, are the ECT, Defrost and rear window switch buttons supposed to be illuminated? All three of mine are not lit up when driving at night. And my clock is not working either.
The ECT, defrost and rear window are all functional, just aren't illuminated on the center console.
Also, does anyone have a picture of all red LEDs in the gauge cluster/center console? I have always liked red lights on the interior.

Yeah, they should be illuminated when your lights are on.
I wonder if your previous owner plugged the clock into that weird "blank" plug when he installed the stereo... May be worth checking out. You'll know what I am talking about if you take the center console and radio surround apart.

I have a similar kind that appears smaller then the one your looking at and mine barely fit in the housing. It rubs against the back of the switch and gets stuck from time to time. Just make sure it fits before you buy

Those look almost identical to the ones I bought on Amazon from CuteQueen, or whatever the silly name is. The light output is a night and day difference(pun intended), but it is a very tight fit inside the light housing. If the color was a tad warmer, it would be nice, but it's also nice to be able to see everything inside when you open the door at night.

Same here. Just finally installed mine today. Those neo wedge 3 leds were a PITA. Mine wouldnt work so i ended up getting an exchange.
So, just did this to my '99 today. Ever since I bought it, half the climate control lights have been out, and one of the dash lights. I got tired of not being able to tell how much gas I had at night 
, so I finally did this.
First off, thanks to the OP for the detailed instructions!
I just wanted to add my $0.02. A few people have commented on how hard it was to remove/replace the lights for the ECT & rear window switch. I was fighting with the same thing, and then realized that the whole panel with the lights and ECT switch will pop right out.
Take a small, flat screwdriver, and gently pry where the clips hold it into the surround - where the red circles are in the photo, and you can see that there's actually little "slots" in the plastic there. Basically, insert the screwdriver and twist slightly to pop the clip loose. Push on it from the other side, starting at one end, and it'll pop right out.
You'll end up with the separate pieces, like this:
And it makes it trivial to get the old bulbs out, and to put the new ones in. You can hook up the white connector temporarily to test the lights before you put everything back together.
When you put it back together, the only thing is to get the ECT switch on again. There's a small white prong that fits between the two black clips on the bottom of the switch. Line it up and drop the whole assembly back where it came from.
