Reading comprehension (along with the ability to have a civil conversation with people whose views you disagree wit) seems to be a lost art. I don't seem to see where I said that the sticker couldn't be removed, nor did I say anything about emission stickers.
That said, you might want to read the "Background" section beginning at pg 40.
Actually, when you swap parts, you would actually be doing yourself a disservice by removing the sticker.
Aftermarket (and OE replacement parts) don't come with a sticker. When you go to trade a car, the dealer will often check for stickers on semi visible body parts to see if the car has been in an accident as the replaced parts won't have the stickers - hoods and bumpers are usually the easiest place to see the sticker. It is unlikely however, that the dealer will actually verify the number - they'll just glance at the part to see if there is a sticker. No sticker and they will immediately assume that the car was in an accident.
Speaking of other under hood stickers - ever try to get a set of replacement stickers following an accident? The dealer requires a VIN and a reason for replacement and the stickers are ridiculously expensive (IIRC, one of the emission stickers on the radiator support was upwards of $50 and has to be ordered from the factory).
And before y'all go "but why can't I move the sticker from one hood to another?" you might want to read the next to last paragraph here that requires marking on the hood and that the sticker or marking will self destruct if removed.
