So I decided to add some fog lights to my 4runner. Mine did not come with any OEM wiring or location, so I did everything from scratch.
Fog lights I used are OEM from a Volvo Semi-truck. They are a 4" light and I like the fact that bulb replacement is easy and they take a H3 bulb is available pretty much everywhere. They're about $55 a piece. I had to replace the plugs on the wiring as I did not have a male/female plug that matched. I do have a kit of weather pack connectors so I spliced in my own:

How they fit in bumper (did not take pictures of the bumper, but I cut out 4" holes, and welded in some 4" plastic tubing I bought at Menards, sprayed the bottom portion of the bumper with bedliner):
