noise front pads along with spongy brakes

I own a 2007 SR5 T4R and this is the third time I am facing the same issue: Front wheels emit a metallic noise when paved is rough (i,e, cracks, potholes). Noise comes from front pads and this coincides with spongy brakes. I have taken the car to the dealer twice and they fix it at no cost. Front pads are in good condition and no change is needed. Question is: Which is the real problem?
