Product to spray on rust

Any good paints or enamels like rustoleum to spray on rusty areas under my 4runner? How should I take care of these rusty parts?

How rusted is rusted? Just surface rust or rusted through the frame rust? Pictures?

Surface rust, you can just see where black outer coating is flaking away and exposed surface rust is. I would like to scrape off rust and coat it with a protective layer

Grinder with a flap disk on it. Knocks all the nasty stuff off. Then the anti-rust product of your choice followed by a fresh coat of paint.

Sand and dissolve what's left with Naval jelly and then paint. Off the shelf rust converters are crap and will bubble up in a few months from my experience.

Second the naval jelly. Really good stuff. There is a commercial rust inhibitor that is really good, I just can't think of the name at the moment. I got it from a paint shop.

I second POR 15. Also Permatex makes a rust encapsulator. You just knock the heavy stuff down & spray on. Let sit for a day then paint.
