Question on Limited Flare hardware

I plan to remove and repaint the Limited flares on my '97. I identified the replacement clips and seals that I need, but I have another question.

When I pulled off these flares in the past, there appears to be residue from some type of double sided tape on both the flare and the fender (see below). But I can't find a replacement part for it. Was that tape originally part of the flare, or is it available under a separate part number?

It's from the rubber strip that goes in between the flare and the fender. You can see it as #13 in this diagram (diagram obviously for the drivers side). If you go to a site like Camelback, the diagram will lead you to the part and part #.

Well that's strange - I bought a new rubber strip (called "pad" in Toyota lingo). It does have adhesive strip between the flare and the strip, but not between the strip and the fender. The residue I'm seeing is definitely between the fender and (I think) the flare itself.

It's definitely an assumption of mine that the rubber strip has tape on both sides. I want to replace mine since they're getting sort of ugly in color over time, but have yet to actually get in there and remove any of them.
 
When I reinstalled my side cladding and flares, I used some 3M 1/4" wide double adhesive foam tape between the fender and the flare, just below the rubber strip. Then clear RTV silicon for the rubber strip itself, between the flares and the strip. I didn't apply anything on the rubber strip between it and the FENDER though, just the FLARE.

So I looked at some flares I pulled off a junk truck today. No doubt that the double sided tape was originally applied to the rubber strip where it contacts the fender, just as Hepar said (see foam tape residue in the photo below). But also no doubt that replacement strips do not have adhesive on the fender side, only on the flare side.

So I think I'll do what JJRunner suggested, foam tape between flare and fender. And since I plan to use new strips, I can just use the adhesive that's pre-applied to them.

Thanks, I have some pads too, straight from Toyota. Only has adhesive on the portion that contacts the flare, not the fender. Yet I pulled about a dozen flares at the yard, there was definitely adhesive between the fender and the pad from the factory. More of a curiosity than an important issue at this point.
 
I know the portion on the doors have the adhesive strip, but I can't recall 100% if my 96 & 97 had them on the flares that had the pad. I'm 99% positive they did not.
 
That rubber is something my cousin loves to use on body kits(i.e.- front lips, side skirts, etc). He's a body tech, so that's how he came across the nice Toyota stuff. It makes adding any body paneling to a car look factory.
It's weird that you've found adhesive on the fender itself, as all the rubber I've seen has only had adhesive on the flare. Maybe your rig had body work done to that fender previously, and the shop used an aftermarket rubber on it.
My '01 definitely doesn't have any adhesive holding it to the fender or quarter, and I wouldn't want it to either.

Maybe it's a year related thing. My '97 definitely has the adhesive, that's the one in the photo in first post. So did the '99 fender that I got at the junkyard to replace mine. And so did the '97 fender I looked at yesterday at the junkyard, photos in post 6 and below:



However, I did pull a flare from a '00 Limited, and it did not have any adhesive. So I bet Toyota stopped applying the adhesive sometime in the 99/00 transition. And I agree, I don't plan to apply any adhesive when I install the new pad/flare.

In your pic, is that the retainer for the fender flare & is it held on by 4 bolts on the rear door? I need to remove the fender flare on the rear door and making a list of clips/fasteners I should have on hand for re-installation in case I break some.
