Sorry fella's I've been out of town all day with the family and haven't be online. I logged about 250 miles of pavement pounding today in the 4Runner and I'm happy to say I have t noise, vibrations, rattles or really anything from the tire carrier. If it wasn't for seeing the top 1/3 of my spare when looking in the rear view I'd never know it's back there.
I'll try my best to answer everyone's questions below.
I will say that the handle/latch design thingy (highly technical term) is a little quirky. It's hard to tell in the pics but it's a two part system. The big handle pivots on a bolt attached to the swing arm and locks into place when vertical. Then there is a spring pin that clicks in one of two pre-drilled holes in the handle as a safety to keep if from accidentally releasing. Once it's closed and the spring pin in it holds like a tank but the release pin tends to get stuck and takes bit of force to pull it loose.
I do think that mine in particular is tight due to excess paint in the pre-drilled holes from the body shop.
On the other end of the swing arm is another spring pin that rides on a nice stainless steel skid pad that will lock the carrier open in 2 different positions.
I'll try to snap more pics of the latch system.
I had both the front and rear bumpers painted the factory 181 silver paint code from my '99. Both are base coat/clear coat, same as body shop would do.
I "think" the end caps are slightly shorter to accommodate larger tires. Doesn't bother me near as much as the width of the ARB front bumper against the overly large limited fender flares.

No, I just primed and painted those with rattle can while the bumper was at the shop.
4xInnovations sends a nice set of LED Light Bolts with the rear bumper kits as well as the plate mount and all necessary hardware. I haven't finished wiring up the plate lights yet but it should be pretty straight forward.
I love the BFG ATs for what I use this rig for. I used to be into hardcore crawling where the ATs were not a good fit but with this rig it's primary purpose is family adventures and mild off roading so the ATs are a great fit. Contrary to what most say on here I'm running the "E" rated 265/75r16s with Old Man Emu suspension. With the extra weight of the bumpers and gear I have no complaints with the "E" rated BFGs.
