Running borad brackets, should I be worried?

Factory running borads were pretty beat-up so I decided to take them off today, it all went pretty well until I started to take off the mounting brackets. As you know for each bracket there are two 12mm bolts that hold it in place, for one of the bracket, I was not able to take the bottom bolt out, it felt like the nut on the inside was also turning when I turned the wrench. After a lot of patience and hundreds of turns I finally got it out and I was right, the nut on the inside was loose, I could see it moving and when I tried to center it and put the bolt back, it slided out of my reach. So basically I have a nut that moves freely on the inside, I wonder if that should be of a concern, and if I want to take it out or put it back to its original place, what should I do?

Even if you want to put them back on missing one bolt would probably be fine. I was amazed how strong mine were when I had them given how cheap they looked. (Standing on not off-roading of course)
 
It looks like the middle bracket so maybe it's not as bad, but when I reinstalled mine, I forgot to tighten one of the bolt on the front bracket, driver side. There was a lot of movement when I put my weight on it.
