If a tire is not balanced, it will vibrate/shimmy. Also a cupped wear pattern will begin to show. If a vehicle pulls to one side, without braking, then I would be more worried about alignment. Do both tires look like they have the same wear pattern?
You can test their strange theory by temporary switching the front tires only. If the t4r pulls in the opposite direction then they are correct. However, I highly doubt it. Also make sure all 4 tires are at equal pressure.
