TRD DYNAMIC TENSIONER 3.4 SC - Help Needed

Is there anyone in the San Francisco area that knows a fair bit about the TRD DYNAMIC TENSIONER that would be willing to take a look at my set up and let me know if it's installed correctly. (I did not install it)

I think the belt is slipping.

I think the belt is slipping.

Attached is the best picture I could get.

Remove the oil dipstick by taking out the one 10mm bolt and wiggle the tube out. Using a 1/4" socket wrench with no socket (just the bare end), insert it into the pulley side of the tensioner and push it towards the passenger's side of the engine to release tension off the belt. Slip the belt off the tensioner and slowly let it go back to it's original position. If the tensionion then goes farther than where it was with the belt on, it's installed correctly and is applying adequate tension.

Belt slippage will happen when you press on the gas and it feels almost like the transmission is slipping, it's very odd. The RPM's increase but the supercharger sound/RPM does not. Only happened to me once when my belt got oil on it.
