Trouble downloading TIS FSM

I'm having trouble downloading the TIS FSM from the link in the Quick Links sticky.

I can download the zip files but when I unzip them, I just get a bunch of folders leading to an empty one. Does anyone have any ideas what I'm doing wrong?
