I towed one 400 miles with my Suburban a couple of months ago. It had surge brakes and worked OK. I used a U-Haul ball mount with a slight drop. I think the 4Runner receiver is slightly higher off the ground than Suburban's, but it's not here right now for me to check. The Toyota ball mount in the recommended "up" position might be slightly high, but might work. I've also used the U-Haul brand ball mount in the 4Runner receiver (it fit fine), so you could buy one on the spot if you had to.
You'll also need a 4 pin converter for the trailer lights. I can't recall whether or not one comes with 4Runner.
I think you'll find the rig will tow OK. In my experience, UHaul trailers are adequately maintained, but just barely. I can't say the same for last UHaul truck I rented.

Thanks for your input. Yeah, I have already purchased the appropriate pin converter. I was pretty surprised that one did not come with the truck- not that it was expensive to buy myself. It's not the pulling that concerns me, it's the stopping. Could you tell when the surge brakes were activated or was it fairly transparent?
I read on rv.net (I believe) that one person had trouble backing a loaded U-haul trailer up a slight incline because of the surge brakes. The pressure exerted when backing apparently activated the brakes.

I have a flat bed trailer with electric brakes. I think the UHaul surge brakes were much less obtrusive than my electric brakes. I didn't try backing up any inclines. Also, I don't know how important trailer leveling is for proper surge brake operation. Maybe I just got lucky.

If you have any significant load in the trailer, you'll know when the surge brakes are working. I towed a 1965 Mustang home on a flatbed trailer (not with the 4Runner) that had surge brakes. There is an initial period of time when braking where the surge brakes don't engage - major puckerage until those brakes kick in!

I did 750 miles with one three weeks ago. It is heavey, 1750lbs empty but it was fine. Leave the tranny in 4th (I have a V8) and you will have better performance and gasmileage. It was 95+ when I was towing mine and it was fine.
