You're going to learn all this as you study, but there's several factors that determine whether you are allowed to operate (transmit) on a particular frequency legally.
(A warning: amateur radio operators are pretty good at policing themselves, and some of them are very good at tracking down people who are not doing the right thing. Part of the reason for this, is that the FCC has said that as long as the hams police themselves effectively, the FCC will not assume the role of "Bad cop". None of the hams want that, so they tend to smack down people who might bring additional FCC scrutiny to the local ham bands.)
However this doesn't mean that you can legally transmit on any frequency that the radio is capable of transmitting on.
For example: FRS radio services are in the 460MHz range - which this radio can transmit on. You don't need a license to use these frequencies, BUT this radio is not approved to use these frequencies. If you are caught using them
olice:, you could be subject to a large fine.
Another example: There are many public safety channels around 150MHz. To operate on these frequencies, you need a radio that is type certified for part 90 use (which the BaoFeng is not), AND you need to be transmitting with a valid license. So you, with a BaoFeng and an Amateur Radio license, would not be permitted to transmit on these frequencies*. If you are caught transmitting without either of these thingsolice:, you could be subject to a large fine. (There's a pattern here . . .)
So that's a start. It sounds like you are already gearing up to take the test, which is awesome! Amateur radio is a ton of fun. I come at it from the public safety side, but lots of folks do it just to learn about radio or to talk to like-minded folks. Best of luck!
