You can have access to your fog lights by removing the screws that hold the fender plastic trim, by your front wheels, then pry the plastic trim out of the way. You can try but I doubt you will have enough room for the ballast installations.
But if you want to do an installation, I would suggest removing the front bumper altogether so that you get correct access to fix your ballast in a professional way. AFAIK there is not enough access room from under the truck to perform this.
Removing the front bumper is not very hard, remove all the screws underneath, the fender screws, and the plastic fastener from over the top when you open the hood. Then pry both the fenders a bit outward, and pull the bumper out. It could take you about 1 hour to remove the bumper if you never done it before. 10MM ratchet and an extension and something to pop-up the plastic fasteners (small flat screwdriver) is all is needed.
