What is this connector for? (loose wire behind fog light/turn signal)

So my turn signal light went out and go to replace it and see this. Any idea what it is for? This is on the front passenger side and those are the fog and turn signal you see. Did not see similar on drivers. It appeared to have some slack bundled up with it but really odd angle so hard to see it.

Tried to search did not see anyone mentioning a similar wire loose.
