To be honest, I dont know for sure. I assume the previous owner added those, as they were on there when we bought it. I like em too, nice touch to the door sill. You're welcome to use the pic to post in the accessory forum to ask about them.

I just picked up a '99 SR5, V6, 4X4 a couple weeks ago. I had a camry(256k)that my parents handed down to me after they decided to get a Highlander. I had the car one week and some dip shit rear-ends me and totals the camry..so I decided to get me another Toyota but with off capabilities!!

What is that 'lil... rear-view-mirror-like object on the front driver's side fender? I've seen them on some newer foreign 4runners as well but only from the front angle . Hm.. I guess my next question would be why don't the US/CA, etc. ones have "it" ?

It's either an add-on mirror, or it's a real Japanese version 4Runner, or aka Hilux Surf. :
