Why is trailer connector so far away from hitch ball?

Florsheim slip-ons from Sears. I spend money on my truck, not my shoes. That being said, these are the most comfortable $100 shoes ever. I've had these since 2002. I just keep replacing the heels and soles.
removable panel around hitch receiver
Forgive the stupid question, as this is my first 4Runner (5th gen), but there is a small panel in the rear bumper cover around the hitch receiver that appears to be removable. There's two holes on the bottom of this little panel that seem like they should have some sort of plastic retaining clips pushed into them to secure it, but they are not there. Said panel is still attached at the top somehow, but I can't see how it's attached up there, nor do I really need or want to remove it. Is it supposed to be removable, and if so, why? I can't find any mention of it anywhere in the manual.

Never twist chains. That is not how they are rated, tested or are intended to be used. There are zero load cases that require someone to first twist the chains and then apply a load, ESPECIALLY a shock load. Same goes for tying a knot in a strap... Will they function if needed when twisted? No clue. But the manufacturer will have no liability if they don't. Do a full turn test, cut out links as needed. Definitely cross to create a cradle of sorts.
