Windshield wiper de-icer working?

I have the windshield wiper deicer, but can't tell if its working. I see the light turn on, but not sure if its working. The cover still had ice after running it while I drove home from work. Didn't see much if any impact.

Touch the windshield at the heater.

I know when it is -20 and my wipers are useless, if I turn on the heater for a few minutes, they can clear the windshield with de-icer washer fluid.

Heating elements are in the windshield, not in the wipers. Look for defrost lines in the lower windshield
