This is also the first forum I have been a member of that requires this. In my opinion it makes it hard for new guys to ask for help. I agree with the OP.

Agree with OP. I saw it mentioned elsewhere that there could be an option to pay a small donation to the site as a new member to automatically qualify for starting new threads regardless of post count. I've done my research, I'm ready to ask non-stupid questions. 15 is too much.
