2001 grille extension?

I got my 2001 SR5 back from the body shop. The bumper was replaced due to a front end collision, someone blew a stop sign on my wife and she T-boned them. When she got home a part that is listed as the grill extension, a 5“ x 1“ metal strip that sits below the headlight on either side, began popping out. I noticed that they attempted to use double-sided tape to make this part stick to the fender. There appears to be a tab opening where a slot inserted and held this piece in place to allow for the headlight to be swapped out. Does anyone know exactly how exactly how this is supposed to attach to the fender? Any help would be great thanks.

there's a tab on one end that slots into the tab opening and the other end is bolted into the fender with a M10 bolt

Yes correct!! Do you remember if that tab is originally part of the fender or is it a small bracket that is bolted where the fender gets bolted on? Thanks
 
the tab is part of the front filler plate. the slot where the tab locks into is a part of a small bracket that looks like it is welded to the inner fender, if i remember correctly.
