2013 4Runner EPA mpg rating lower than 2010-2012 4Runner?

I was futzing through the EPA's fueleconomy.gov website when I noticed you could download the raw fuel mpg data for all vehicles for each model year. Download Fuel Economy Data

From there you can find the unrounded EPA numbers (but only for 2013 and 2012).

2013 4WD Hwy mpg - 21.2891
2012 4WD Hwy mpg - 21.6157

A difference of .3266 mpg, but enough to round down to the next whole number!

The EPA doesn't differentiate between the PT 4WD and FT 4WD 4Runners. The PT 4WD and FT 4WD numbers are the exact same. I wonder which vehicle they actually test.

Lastly, I never noticed the 'combined' mpg differ between the window sticker and what you get from the EPA website. The window sticker assumes ~60/40 Hwy/City, EPA website assumes 20/80 City/Hwy.

I see my fuel economy taking a bath with these new SilentArmors. 20mpg, here I come. But, at around 3000 miles since last year when my wife and I got our Prius, the cost difference between 20mpg and 22mpg is negligible. $55.
