I really don't think the heated steering wheel is an option on a 4Runner. Here is the official Toyota brochure which includes all the standard equipment and options at each trim level: http://www.toyota.com/content/ebrochure/2016/4runner_ebrochure.pdf (scroll towards the bottom to see the feature matrix by Trim).
The Highlander *does* have the feature available with the "Platinum" package on the Limited line: http://www.toyota.com/highlander/ebrochure
There are a few aftermarket heated steering wheel kits but it looks like they're all pretty janky. You could also look into getting a remote-start kit if cold mornings are a problem.

We had a previous vehicle with both. I never bothered with the heated seats. The heated steering wheel was really nice. Besides, my seats were already self heated.

I just picked up a 2007 LS460 with a heated steering wheel. It is awesome because my hands are always cold. Ask my wife. If you lived in Colorado the last 2 weeks you would have all heat related devices on full blast. Just like the pr tailgate you have to buy the Highlander to get them. I would buy a new pilot first. To me it's a nicer car.

Thanks VJ, I am betting you have hit the mark here. My brother when first looking for his new vehicle was highly sold on the Highlander Limited with the Platinum package. He drove a fully loaded one for two days while his 2010 4R was in for service. I bet he liked the heated wheel in it and just assumes his new 4R that he specified he wants fully loaded will come with it.
Funny comments here about the Highlander not fitting the man card image. My wife was with me while vehicle shopping and she absolutely loved the Highlander. Things like the auto lift rear gate and some nice storage features inside has her wanting to trade in her Rav4 and move up. That will happen next year and she will get the heated wheel for sure. I was not interested in a Highlander although it does have a very soft ride and some very sweet creature features. I will say that Toyota should indeed offer the heated wheel in the 4R premium packages in the future because this is the one thing I honestly do not like about my new ride. I hate gloves and have never had a steering wheel furry cover but may have to find something pretty quick as it takes a very long time to warm it up to a comfortable feel.

At the toy dealer I begged my wife to consider the Highlander. She glanced at it and said no way I'm driving that car. Now let's see the 4 Runners and Land Cruisers. She loves her Pearl White Limited. She's very girly but when it comes to her ride she wants tough.
