That's the way I was originally going to do mine and had set them up. But with my actual fog lights that I have the light pattern is a wide spread out pattern.It was being blocked by the bumper when on the inside.
I take it yours are driving lights and have more of a straight forward beam pattern like the headlights.

You give any thought to cutting holes in the grille?
I used a aluminum spacer about 1" hg. under the lights to put them in the middle of the grill.
