aiming adjusting OEM fog lights '02

Hi,

I randomly had my fog light fall off my car on the freeway one day so i replaced it with what appears to be a new OEM replacement i got on ebay. I noticed the new one is pointed high and off towards the passenger side so i tried to modify the adjustment screw. I tweaked the one circled in red in the photo and it didnt do anything to the beam - went both clockwise and counterclockwise. Is there another adjustment screw? Thanks in advance... sorry if this is already covered, i did search but couldn't find anything definitive.

The screw/bolt on each side of the foglight is probably overtightened,so the light can't swivel for height adjustment. The ones on my original and used replacement lights were so seized I had to grind them off. There's no side-to-side adjuster though.
