OK, I'll give this a go.
10 divided by 4 is 2.5. Can we agree on that? 2.5 is then 25% of 10. Agreed? If you have 4 out of 10, that would be 40%, but by saying every 4th dollar you are saying 2.5 out of 10.

Yes, you would have 40%. Again, the confusion is that he never said 4 out of every 10. He said every 4th.

OK, let's look at this a different way. By saying every 4th dollar, you are saying the same thing as one quarter. What is one quarter of a dollar? Is that a quarter? Was is a quarter worth? 25 cents? what percent is that quarter to that dollar? 25%?

I get JD probably had a bad "format". But that's ok. I get it. I make typo's. All the time. Difference is I don't have 2-3 other guys defending my posts.
So if $2.5 out of 10 went towards health care. So my original question is what is the 10 out of. GDP, entitlement, military spending?

You may be getting what [MENTION=79490]Victor_inox[/MENTION] said mixed up with @-JD-. Victor_inox was the one who said every 4th dollar. Out of what pool I personally don't know. And I really wasn't defending anyone. I was trying to clear up some apparent confusion.

Yes it is. But I prefer a good Tequila. Similar notes, but with its own distinct characteristics. Plus, you can find a really good tequila for a lot better price than a really good scotch.
