Brake pad and rotor change - scratching noise...

Because I had pulsing when braking, I changed the front brake pads and rotors. I changed the rotors one at a time so I could verify which one was causing the pulsing (left side). Now, the left side is making an offset scratching noise (it's not constant, only rubs on part of the rotation). I have tried both new rotors on both sides of the vehicle. The results are consistent, scratching on the left side. Forgive me if it is obvious, I'm a bit of a noob when it comes to working on my vehicle. Does anyone have any advice on where I should start to diagnose/fix this issue? The vehicle is a 1998 4runner, 2wd, 2.7L.

Is it possible the pad wear indicator is rubbing somewhere is should not? Did you replace the anti-squeal shims along with putting some backing anti-seize on then?

the dust shield got bent slightly and is now touching the rotor.

When I did my brakes . There was a black shim that I did not put back on . would that be the anti squeal part.
