I had this same frustrated issue when my 4600's arrived a few weeks ago. I asked the dealer to quote me for 4 bushings and 4 washers. They said $76. I laughed pretty hard at that.
I have a bunch of Jeep shocks downstairs (bilsteins, skyjacker, Monroe, etc) so I went through their bushings to try with the 4runner's shocks but they were just too thick and wouldn't let me get the nut on. The smaller poly bushings on the skyjacker shocks were too tight and wouldn't fit on the rod.
I ended up using the 153k mile stock bushings again since they still seemed ok. I will replacing the 4600's with OME once I get the lift. No more Bilstein for me. If you ain't going to include the parts that everyone else includes then why should I bother buying from you? And that kind of customer service Reelamin received is unnecessary.
For what it's worth, every bilstein shock I've used on my jeeps had all the bushings included. I don't understand the reasoning with not including them with the 4runner's struts.
