Has toyota changed specs and upgraded hardware?

I just looked up the crank bolt torque spec for my 96 4R and it stated 184 lbs. in the FSM. Several posters have put it at 217 or 218 lbs. Has it changed? I'm having loose crank bolt issues right now. Also was the crank bolt "upgraded" to one that has a large non-removable washer on it? I want to do it right this time. Thanks!

Spec was increased along the way, I think in '99. I don't know if it was retroactive by TSB, but the parts are all the same so I sure would not use the lower spec.
