When the key is out, the steering wheel locks.
Lets say you are turning into a parking spot and then turn off the vehicle. The load on the tires (steering rotational load) will cause the steering wheel to spin back and lock under pressure. To get the key to turn you may need to muscle the steering wheel back toward the direction of your last turn. This will allow the key to release the lock. (this has happened to me)
OR if it is just gunked up. Spray some WD-40 into the lock. This will lube the lock and flush out the gunk. ( place a rag on the floor to catch the WD-40 and gunk)
