problem with my 3.0 4runner

okay, so my 4runner has been sitting for about a year, with 3/4 tank full of gas. the fan pully bracket seized up on me and the timing belt broke, which is why i stopped driving it. i replace the bracket, the timing belt, and water pump, and thermostat. Once i got it back together it wouldn't start. My first instinct was the gas was bad, but i talked to a mechanic and he told me it should fire somewhat even with bad gas. my question is, i'm not sure i got the engine top dead center when i put the timing belt on. now, at risk of sounding stupid (i have very little mechanic experience), will the engine not start if the timing belt pullys aren't perfectly alligned?
