so this will neutralize the rust, while fluid film can be placed on top fill in the holes or anything that the previous stages missed? Then I use fluid film to maintain every season?

You've got to convert the rust before covering it. Otherwise it'll still corrode with the smallest amount of oxygen.

Eastwood makes some good spray for the inside of framerails etc. from what I hear. I don't have any personal experience... because rust-free Texas.
