They are actually a defect on the tire - extra rubber from the vents on the tire presses. Tire plants have machines they use to trim them off in the final finish area of the plant.

Attempts at areo tires have been tried in the bicycle world for years. Zipp made dimpled tires but recently traded the design for a more aero tire. Personally, I never had a use for them... but, i'm not trying to shave 1 second off per mile on a time trial. Not much help for the T4Rs aerodynamics, or there lack of... I'm afraid. IMHO
