Person one statement: 1% of the US population has a PhD.

Person 2 response: That would equate to 1 out of 100 people in the US have a PhD.

Would this be an accurate statement based on those numbers?

If someone could please also verify that .01% is not actually 1%, it's a fraction of a percent. .0001 I think. One thousandth of a percent.

Person 2 also states: If there's 325,000,000 people in the US, that means 3,250,000 people in the US have a Phd, based on 1%. It doesn't matter if it's 325,000,000 in the US or 100 people in the US, 1% is always 1%.

1% of 1 is 0.01

1% of 325,000,000 is 3,250,000

If there’s confusion around 0.01, it’s probably because a number multiplied by 0.01 is 1% of the original number. Multiplying a number by 1 would equal 100% of the original number.

Instrumentation/Controls/Electrical technician, I calculate percentages on a daily basis.

I feel like the person you are debating is the same person that would say that you take a $325,000,000 lotto jackpot, give a million dollars to each of the 325,000,000 people and end poverty in the US
 
The confusion may come from the decimal visualization of 1% being .01. Like if you want to find 1% of 100 you would put into a calculator 100*.01.
 
Word Root of percent. The Latin word centum, meaning “hundred,” gives us the root cent. Words from the Latin centum have something to do with the number 100. A dollar is made up of 100 cents


So, 1 percent is 1 per 100. 1 divided by 100 is...0.01

But we need more than 1% of people in our country to have a Ph.D
 
Unfortunately people figured out that having kids go to college was profitable for them and they ruined it for those who are serious about education and careers. America is collapsing on every level very rapidly.

Provided Statement 1 is True, then yes, statement 2 would be correct as well.

.01% is simply saying 1/100th percent
.10% is 10/100ths percent
.99% is 99/100ths percent
and finally
1.00% is 100/100ths percent or 1 Percent

Not sure where you got those other numbers in the thousands.

0.1 -- tenths
0.01 -- hundredths
0.001 -- thousandths
0.0001 -- ten-thousandths
 
Why would 0.01% be the same as 1%? 0.01 in terms of units, would be the same as 1% but that’s not what you are comparing.
 
As someone has already stated, the word percent means "per hundred."

1% = 0.01 = 1/100
0.1% = 0.001 = 1/1,000
0.01% = 0.0001 = 1/10,000
and so on...

If 1% of the US population have PhDs, then that means on average 1 out of every 100 people has a PhD.

This does NOT mean that 1 out of every 100 people has a PhD. There are many, many arbitrary groups of 100 people in the US where no PhD is to be found.
