To improve the AC

i would advise first to make sure your heater core is fully closing the hot water valve, you can test by touching it, before the valve will be hot but after the valve should cold. if not then you need to adjust the wire to completely be able to close. also make sure your evaporator is clean.
From my perspective if a/c system components are in perfect condition it will not need any improvement unless you constantly living in an extreme weather.

you idea of water cooling the condenser is effective but impractical since you will need frequently fill the water bottle. if you implement it then try around 10liter tank and spray it as mist.

It is really a good idea to rig a collection system to the condensate drain on your evaporator. Indeed, a well-adjusted AC system works very well by itself. I don't think the constant humidity and possible drips after you park are worth it for the AC cooling. In fact, there is nothing complicated if you understand what you are doing. To be honest, when there happen some breakdowns in my car, I'm ready to poke around under the hood for hours and enjoy the fact that I fixed everything myself. So, I repaired the air conditioner in my car by myself. But I prefer to entrust the same problem with home appliances to professionals like aircon service providers. Therefore, if you do not understand something, contact a specialist for help.

Anything ever come of this? Seems like a crazy amount of effort to improve a system that might be deficient in the first place. The 3rd gens HVAC is the strongest and most robust system I've ever used in a car. People rig up water/alcohol systems to spray down intercoolers on turbocharged engines, but an A/C condenser? Summer lasts for 9 months in Florida. I can't imagine how many time's you'd be re-filling something like that.

The best thing I did to improve my AC was replace the fan clutch with the reman engine.

Using recirc like mentioned above does wonders also.
