The other side, not on top.
Check the BOTTOM, that is where mine "seems" to be welded.
I am running down to the garage to check again!!

HELL yes it's welded..
Absolutely it's welded and it should be on yours AS WELL. Think about it, the latch is only attatched to a PLASTIC flange???? It won't take the repeated closing force and having the strength to hold the hood down.
I think if you inspect closely you will find that indeed you have a broken weld tab!!
EDIT: BUT maybe it was never broken, and just hanging free?? Check the bottom and see if you correctly assembled your hood latch back on? You should have the plate welded to the long metal grill strip

That's good
If the plate is still welded to the strip you're all set, and it's still safe.

yeah, i'm VERY lucky that didn't happen. as soon as i discovered it, i imagined that happening ... it was scary as hell to have to drive around with it like that for awhile. it was still latched (as you have to pull the hood pop latch in the cabin before it'll open at all) ... so it was okay as long as no one pulled the latch in the truck ... because then instead of catching and waiting for someone to walk to the hood and pull the second latch, it'd have flown open all the way!! i did drive through a huge puddle yesterday when i was going to recover a stuck car (but the Jeep that beat me there was intent on pulling the car out by its bumper with a tie down rope and some hooks ... i offered my recovery strap and some shackles, but the guy didn't know what shackles were, and told me he didn't need any help ... my buddy and i left that scene as soon as we could because i knew that bumper was coming off that poor stuck car, and i didn't want to be around the Jeep asshole whose ego was too big to accept help from me) ... anyway, the puddle, i drove through it and for about 5 seconds i couldn't see ANYTHING, but i knew where we were and the truck wasn't hydroplaning or anything, so we were fine but my buddy was screaming. 
just glad it wasn't the hood!

4route- from a (mostly) on-road guy to an off-road gal...just curious. shackles, those are the u-bolts w/ a threaded bolt going through, right? if not, explain what it is. 
also, saw mention of someone talking about loopers, what're those? I know what a tree-saver is, just not the rest. My off-road education is a might bit slow...but I got time as I've got quite a few years before I replace my 03 2wd 4r with a newer 4wd 4r...

"Loppers" are big shears for cutting off tree branches up to something like 2.5 in diameter. Excellent for clearing fallen trees on the trail. A bow/buck saw would also work, but these loopers are the cats meow! Next level up would be a chainsaw. Do a search on www.homedepot.com to get an idea of what loopers (big grin) are.

haha, that is a great joke, and should definitely be changed on a case-to-case basis!
as far as the jeep people .. it was some dude and his girlfriend. they were going to pull a white sedan out from the mud off the shoulder of the road, and i felt really sorry for the white sedan because it had two girls in it who probably had no idea that their bumper was about to be torn off for no good reason other than ego.
i walked up to the jeep guy whose tie-down looked like a shoelace, and i said "hey man, you need any help or any gear?" he said, "no, we're just going to pull this car out." i said, "yeah, i figured, but i have some shackles and a recovery strap if you want to use those ..."
he shrugged and said, "shackle? i don't know what those are" and looked at me like i was just some stupid girl who was making up words. then his girlfriend goes "yeah, shackles, you know, come-alongs."
he shook his head and said "no, we're just going to pull it out. don't need your help. bye."
to which i shrugged my shoulders, turned around, and told my buddy that we needed to drive away very quickly because he was about to do something very dangerous. and would you believe it -- the shoelace looking thing that he was going to use to pull the sedan out was tied to the sedan's bumper, and attached to his jeep with a hook. SOOOOOO dangerous!
