Thank goodness for electrical tape (and this forum).
The whole damn cowling is junk. I have a 2013 TE and after the dealer performed the TSB (despite "not being able to replicate the sound" and then blaming my roof rack), I finally started poking around after I read SRMT4R's note above.
Grab some electrical tape, roll it up and wedge into every seam along the cowling. The two main culprits are the round fastener on the passenger side just behind and inside of the hood lift, and the two seams of the smaller inset piece right above the washer fluid canister.
I managed to eradicate about 90% of the sound in under 15 minutes of taping and test driving around the block. Much easier (and cheaper) than trading it in...
