I sent in a question to Toyota from their techinfo.toyota.com site earlier this week. I asked if DIYers could be granted access to EPC - electronic parts catalog.
I received the following reply:
Yes, do-it-yourselfers can register for the website, but a dealer decides who can have EPC (Electronic Parts Catalog) access and access to TIS (Toyota's Technical Information System). A STAR Elite dealer is most involved in the website and most likely to give you access to EPC and TIS.

Did any of you require a dealers approval in order to obtain access to EPC or a TIS subscription?
