I've painted my rear end a couple of times, as soon as surface rust shows. My son recently bought a Mitsubishi Eclipse and it had rust. We took a week and removed as much as we could (pretty much the whole front end) and wire wheeled, sanded and scoured everything. We applied 2 coats of POR15 with an over coat. I'm reasonable pleased with the results. In you case, that is really, the route to go. However, on the pan hard bar, both ends, if you've lost more than 40% of metal thickness, I'd consider grinding and welding some plate to strengthen it.... if not, I wouldn't off road it too hard. most of the rust remediation can be done in your driveway but it requires time and lots of elbow grease!
