Nope, just unscrew the screws holding in the liner (I think it was only 4), move the liner out of the way and change the bulbs. Kinda a pain in the arse but not to bad. I believe they have an illustration in the manual also to help you out.

Put on your underarmour longsleeve shirt(so you don't get all scratched up), and you can squeeze your arms up there and change it without removing anything. That's how I did mine.

From the top...if you're arms are long enough

I was able to replace my fog light bulbs by reaching down from the top. You can see the back of the bulbs from the top, so if you're arm is long enough give that a try. you don't even need to remove the front engine cover.

You can't really see what you're doing but if you know how to disconnect the bulb, then it's quite easy to remove and install a new one. Just make sure you don't drop the bulb.

It took about 10 mins for both bulbs (that included time to figure out where to reach down from the top).

On my TE I just laid on the ground and popped OEM fog bulbs out and replaced. Plenty of room. The wires on my HID ballast were long enough to snake up through into the engine compartment and mounted with 3M tape on each side of engine bay.

They are mounted vertically and have had no issues with coming loose or being in the way.

Not down there, that's for sure. Mount it in the engine compartment where it'll be protected.

IF the ballasts are properly and rightly potted he should be able to submerge the ballast in water indefinitely without issues.
