Any reputable body shop should have no problem spraying a single stage urethane.
- large truck body shops (heavy equipment), probably do it every day.
FWIW Toyota is specific about what paint and how to paint its cars at a factory certified shop. They also have specific rules about paint - for example if they paint the fender they cannot blend on the A-pillar or the roof line. So they will blend the door, and also paint the body back to the rear quarter panel and blend there. They did a good job matching color, orange peel, and sheen. They said that they have to send 2 paint techs to a Toyota training every year to learn all about their new rules for repairs on the new model changes.
Plastic bumpers aren't painted with the rest of the body at the factory anyway so they don't match perfectly anyway. For me keeping the fender in OEM paint was more of an issue than the bumper. White hides imperfections so well that it's hard to tell. That's why I bough it in white.
