that's a cash repair my friend. At a reputable bodyshop.
You wouldn't catch me spraybombing a fender on a 50K truck (I'm in Canada - prices are atrocious here) to save a couple hundred bucks. And my weekends are worth more than a couple hundred bucks.
My vote is get a quote.
EDIT: Can you fix it? Yes. Absolutely.
Should you fix it? Depends on your painting skills and available time.

In the meantime while you are waiting for a shop or yourself to get the parts and you want to get the nasty white paint stripes off here is a trick that a kid at the carwash showed me:
Get carburetor cleaner (the spray kind) - carefully spray it on the plastic parts trying best to avoid getting it on the metal painted parts and wipe away the transferred paint marks.
I have used it constantly on the outside mirrors as my wife tends to drive too close to either end of the garage leaving a nice white streak on the black mirror plastic body.
I also follow up with a spray on cleaning wax so as to put a little protection back on.
No need to leave the carburetor cleaner on for long at all (couple of seconds is all it needs), it of-course does eat away at clear coat and thats why I quickly cover it back up with a spray on wax. Fortunately I haven't had to do it on my newest 4Runner but I have done it on the 2004 that I had with no noticeable problems to the paint on the plastic bumper. Also did it on my brother-in-laws Mercedes and their paint is still nice and shiny and got rid of the white marks from the garage impact.

Thanks for the advice! It worked like a charm to get the white paint marks off! What I did was spray a clean towel and then use the towel to wipe it off, rather than spray the car directly.
I went to the body shop and was quoted around $270-$300 to fix it (they will replace the two fender flares and paint them). They told me should only be a 2-3 day job (and a bit of it is simply waiting for the paint to dry).
I guess if nothing else, I now have a funny story about the first time I ever dinged a car.

Sadly, the vehicle looks totaled to me. I'd be happy to give you $500 for it, I could use it as a trail beater or something.....
