Something in hood melting?

I have no idea whats going on here, and it's mildly benign....but I'm curious. I've got a waxy substance coming out of the holes in the bottom of my hood. Looks like the Texas heat has started melting it, it runs out, and pools on the radiator shroud and becomes semi-solid again.

Is there supposed to be something inside the framework under the hood?

If this is the same material they use in the BMW/Mini Cooper world then it is cosmoline, a rust proofing material that is sprayed into every body panel to protect from corrosion during ocean transit, etc. I assume Toyota uses same or similar material. It melts when it gets really hot outside. It will also damage (discolor) any black unpainted plastic it comes in contact with. Several of us Cooper owners had front fender flares replaced after this mess leaked out of the hood, er, um, bonnet and onto the flares. It doesn't seem to affect painted surfaces though.
