Need rack help

I recently ordered a thule rack setup for my 1999 4Runner. On advice from the company I got the TK1 fit kit. However, this appears to be designed to work with a full factory rack (with track). I just have the plastic strip and screw points, so this doesn't work. The bolts aren't long enough, and I'd be worried that it would come loose.

I'm having difficulty getting a good answer from the company I ordered from about what I should be using. I probably need to go find a local place that can take a look at it, but this seemed like it should have been a lot easier than it is turning out to be. Has anyone hooked up a Thule to this setup?

The picture shows the screw points I'm talking about.

Look like these are the original screw points for the factory rack track. However, that track no longer exists (must have been removed before we bought it). So, looks like I need a track. Are there aftermarket tracks that can work here, or does anyone know a good source for a used track? I don't need the rack (I'll be able to install my Thule gear at that point).

u may have to go to a junkyard or something... cant think of a place that sells just the tracks. I cant find just the tracks...

found just the crossbar though.

Called the Toyota dealer,

says that u need the outer strip assembly, without crossbars,
u would need 2 of them but they have been discontinued as a separate item so you have to get the full assembly thru toyota.

243.60 plus tax... from the dealer,

Just called the local Toyota wrecking yard. Complete roof rack $75 and they will ship lower 48 states. Here is their info:
