Tire Pressure Sensor wont turn off... Weather?

I recently had my tires mounted to a new set of wheels. Not long after (within a week of light driving) the indicator came on. I brought it back to the shop and the owner said that the tires had been filled too high (which is their shops preference) a pressure relative to Toyota suggested pressure. The indicator did turn off. But now after another week of light driving, it is on again.
The weather has been turning colder. But does this guy have a clue? Would the indicator go on for over filling? If not, I suspect I need to stay away from his shop and do the basics of checking the spare. Otherwise, looks like I'll end up at the stealership. Last question though, is this issue of resetting the monitors. Is this something that should have been done when the tires were remounted? and if it was not, is this most likely the problem?

Thanks. Do you know if sensors would have required a reset if I were just getting tires remounted to new wheels?
